• The business has a high block/report rate from users, causing WhatsApp to restrict further deliveries.
• The business is sending too many marketing messages in a short time using the same template repeatedly.
• The business's messages have low open/read/reply rates, signaling low engagement quality to Meta.
• The recipient's WhatsApp account falls in Meta's 1% experiment where users temporarily receive no marketing messages from businesses (unless a prior conversation exists).
• The Meta Business account is unverified, which leads to stricter delivery thresholds during bulk campaigns.
? Note: This error is NOT caused by a platform issue or API misconfiguration. It originates directly from Meta's systems and affects message delivery at the recipient level.
Solution Steps:
1. Do NOT immediately retry the same messages. Per Meta's official guidance: "If a message fails to deliver due to per-user marketing message limits, wait 24 hours before retrying." Repeated retries lower your perceived delivery rate further.
2. After 24 hours, retry the failed contacts with gradually increasing intervals (e.g., retry after 2 days, then 1 week) using incremental retry logic.
3. Review the frequency and content of your messages. Avoid sending multiple marketing campaigns to the same contacts in a short period.
4. Verify that your Meta Business Account is verified in Meta Business Manager. Unverified accounts face stricter delivery limits, especially during bulk campaigns.
5. Improve template quality and engagement: use personalized content (recipient's name, past interactions), add interactive elements (quick replies, buttons), and ensure content is valuable and relevant.
6. Only target users who have explicitly opted in to receive marketing messages from your business.
7. Use Utility or Authentication templates instead of Marketing templates for transactional/time-sensitive updates — these are NOT subject to marketing frequency caps.
8. Monitor your WhatsApp Manager for template quality ratings, block rates, and engagement metrics. Remove inactive users from broadcast lists.
9. For ongoing conversations (where the user has already replied), these frequency limits do NOT apply — only new marketing conversations are restricted.
